The Make it Possible Program (MPP) is a program under the Sustainable Home Ownership Program (SHOP).
Through the MPP, a 3-percent down payment will be required of buyers/borrowers, and buyers/borrowers who qualify for a first mortgage representing 80 percent or less of the appraised value of the property through a private mortgage lender under standard underwriting criteria will be able to receive the difference of up to 20% of the remaining value in a second mortgage loaned at 3.5 percent payable over a 15-year period. This eliminates the need for a buyer to purchase private mortgage insurance when a loan exceeds 80% of the appraised value.
Daytons Bluff Neighborhood Housing Services (DBNHS) is the program administrator and loan originator of the Make it Possible Program. This program can be utilized by existing homeowners to refinance variable rate mortgages into a long-term, fixed-rate mortgage, or for new mortgages for homebuyers.
SHOP is a partnership between the City of St. Paul's Department of Planning and Economic Development (PED) and the Daytons Bluff Neighborhood Housing Services (DBNHS) working together with local lender University Bank and the Family Housing Fund (FHF).

Volunteer Program Restores a Beloved Family Home
Longtime St. Paul residents Larry and Beverly Halcomb recently found themselves caught in a predicament many homeowners come to dread: the need for immediate, extensive home repair. The need became more and more apparent even as the possibility of seeking financial help grew more and more slim, until the Halcombs happened to notice an advertisement in their community newsletter describing the requirements for A Brush With Kindness; Twin Cities Habitat for Humanity’s home restoration program that pairs low-income homeowners with volunteers.
